Billbergia and Legacy unveil $1 billion Macquarie Park precinct set to reshape Sydney’s north west skyline

Billbergia and Legacy Property have revealed plans for a $1 billion-plus mixed-use development in Macquarie Park, positioning 88 Waterloo as the suburb’s largest and most ambitious residential project to date. 

Two residential towers of 60 and 52 levels will deliver a combined total of 858 apartments, with 60 units dedicated to affordable housing. 

Beneath the towers, a four-level podium will house shared dining, work-from-home and games rooms, with communal open space on the podium rooftop.

Designed by AJC architects, 88 Waterloo is set to revitalise Sydney’s North West and redefine the Macquarie Park skyline with its elegant podium and striking twin towers.

The podium rooftop has been conceived as an ‘urban backyard’, with a range of sought-after resident facilities. 

These include lawns and landscaped gardens with edible native species, a lap pool and children’s splash area, BBQ area, outdoor work-from-home spaces, yoga and wellness areas, a sauna and a cold plunge pool.

Residents will be able to enjoy a range of amenities such as, lush garden areas and a lap pool. 

88 Waterloo will also deliver a critical boost of new homes for over 2,000 people, directly contributing to NSW’s National Housing Accord targets.

Macquarie Park is one of eight Accelerated Precincts identified under the State’s Transport Oriented Development (TOD) planning reforms. 

According to Billbergia, the plan for 88 Waterloo is consistent with TOD planning principles to increase density next to rail stations.

Future residents will have unparalleled access to transport, jobs and education, alongside Elouera Reserve’s 7,000 square metres of open space.

“We’re excited to see 88 Waterloo progress through the Housing Delivery Authority planning pathway," said development director at Billbergia, Saul Moran.

"It’s a great example of site optimisation and future-focused liveability, delivering new homes beside major transport, shopping, and parklands in the heart of a well-connected community.”

According to Billbergia, a sales campaign for 88 Waterloo is expected to be launched over the next few months.

According to AJC, 88 Waterloo’s identity is reinforced by defined frontages to both Waterloo Road and Cottonwood Crescent, as well as enhancing an engaged residential interface with Elouera Reserve. 

Adopting the ‘Designing with Country’ framework, the podium and towers’ built forms tell the story of the Wallumai (Black Snapper) and Girrawi (Yellow Crested Cockatoo).

“Our vision for 88 Waterloo was to create a new benchmark for sustainable urban living in Macquarie Park, centred around a shared ‘urban backyard’ that provides generous outdoor space for residents," said director at AJC Architects Brian Mariotti.

"Guided by Connecting with Country principles, the geological landscape informs the podium character, shaping
communal spaces as places for gathering, storytelling and connection.” 

The 88 Waterloo proposal was declared by the Housing Delivery Authority (HDA) in August 2025 for state assessment. It is now set to go on public exhibition.

Subject to approvals, construction is expected to commence by 2027, with completion expected in 2030.
