Frank Developments, Kilter and Calile Malouf partnership unveil $300 million Noosa Junction vision

Three Queensland developers, Frank Developments, Kilter Property, and Calile Malouf Investments, has proposed a $300 million mixed-use development to transform the former Noosa Bowls Club site.

This will deliver 208 apartments, affordable housing, key worker accommodation and a new fresh market precinct in the heart of Noosa Junction.

The proposal is intended to renew the 1.8-hectare site located at 99 Noosa Drive nearly 2,000m2 of ground-floor fresh market and food tenancies, a Town Square and a new road connection between Lanyana Way and Noosa Drive.

The project is a collaboration between three established Queensland based property groups - brought together by a shared commitment to exceptional design, quality, and community focus.

Frank Licastro who has earned a reputation for delivering architecturally-led, premium residential developments that combine exceptional design, quality craftsmanship and enduring value, said the team has embedded this same philosophy into the vision for the project.

“Not only will this project exude a sense of luxury, it will also enhance not only the built environment but also the surrounding community,” said founder and director of Frank Developments, Frank Licastro.

The proposal responds to Noosa's growing need for greater housing choice, diversity and affordability, consistent with Noosa Council's Housing Strategy 2022, which identifies limited developable urban land and ongoing housing supply constraints across the Shire.

“Our focus is on delivering a well-considered mixed-use project that provides more permanent housing options, supports local workers and businesses, and delivers an exceptional product for the local market,” said Kilter Property co-founder, Huw Williams.

“The redevelopment vision aligns with the long-term evolution of Noosa Junction as a vibrant activity centre, creating a destination that enhances the area's character while delivering significant economic and community benefits.”

The Noosa Plan strategic framework encourages residential growth in and around existing centres and on under-utilised land in mixed-use formats, with a particular focus on housing choice for key workers.

Noosa Junction provides a logical location for additional permanent housing because it is an established centre with access to shops, services, employment and transport.

“This site represents a once-in-a-generation opportunity to responsibly add housing in a location where there has been consistent increase in population and demand has consistently outpaced supply,” said co-founder of Kilter Developments, Angus Jarmer.

In addition to private residences, the development will deliver dedicated rooming accommodation for key workers, comprising over 40 co-living rooms supported by shared kitchen and living facilities, landscaped gardens and on-site hospitality offerings.

This project builds on Calile Malouf Investments' growing footprint in Noosa, following the commencement of The Calile Noosa development which started construction this year.

Together, the hotel and residential components will work in tandem to manage Noosa’s increasing tourism key working housing demand while easing pressure on housing supply.

Through internationally acclaimed projects such as Brisbane's James Street and The Calile Hotel, CMI has helped establish a benchmark for high-quality urban destinations that seamlessly integrate residential, retail and hospitality experiences.

Drawing on this experience, CMI will utilise its place-making expertise to help shape a precinct that reflects Noosa's unique character while delivering a comparable level of design excellence, amenity and lifestyle appeal.

The project will improve local connectivity through the proposed new road connection between Lanyana Way and Noosa Drive, while supporting an active ground plane and improved public-realm outcome for this part of Noosa Junction.

Cavill Architects has been engaged to lead the design of 99 Noosa Drive. 

Their practice is defined by a careful attention to the intersection of architecture and landscape-how buildings inhabit sites, how materials respond to climate and context, and how built form can enhance rather than diminish the character of a place.

“We have been engaging with Council as the concept has evolved and expect to submit the application for formal assessment once the design and supporting technical material are finalised,” Angus said.

The proposal remains at draft development application stage. No development approval has been granted. 

The final mix and development figures remain subject to design refinement and the statutory approval process.
